Over 30 years of experience in Administrative and Environmental Law, with a focus on basic sanitation, including solid waste management. He has worked on the structuring of water supply and sewage concession projects in Araçatuba, PA, PI, among others, and on public-private partnerships (PPPs) for sewage services in CE and GO. Served as a consultant to the Federal Government in drafting the National Basic Sanitation Law, the Public Consortia Law, and the National Solid Waste Policy Law. Responsible for the design and implementation of the regionalization of basic sanitation in the states of RR, AM, PA, PI, CE, RN, PB, PE, BA, GO, ES, PR, and SC.
