He was a consultant to the Federal Government in the drafting of the National Basic Sanitation Law, the Public Consortia Law and the National Solid Waste Policy Law.
Participated in the modeling of several basic sanitation services, including solid waste, in the feasibility of concessions, also encompassing public-private partnerships, in the recovery of public providers and in regulation - especially with regard to maintaining the economic-financial balance of contracts and reviewing tariffs. He also worked on the creation and consolidation of several public consortia, including the Olympic Public Authority – APO, and also provided consultancy on aspects relating to financial law, especially the creation of guarantees and the structuring of special or trust funds – among them, the Fundo Paulistano de Recycling.
-Modeling of the bidding for the concession of public water supply and sewage services in 223 Municipalities in the State of Piauí and, through a contract with BNDES, modeling of concessions for the same services in the States of Pará and Maranhão and, only in the public sewage service, in the State of Goiás;
-Modeling of the concession of the urban solid waste management service in Rio Claro/SP; Franca/SP and Campo Mourão/PR and, under contract with FEP Caixa, in the Municipalities that are part of the Consortia of the West of S. Paulo, the Central Region of Rio Grande do Sul and the Mogiana Region of S. Paulo;
-Advised the National Water and Basic Sanitation Agency - ANA in the preparation of several reference standards, in particular those that guide the provision and charging of the public solid waste management service and that guide the charging of the public waste management service urban rainwater;
-Design and implementation of the regionalization of basic sanitation in the States of RR, AM, PA, PI, CE, RN, PB, PE, BA, GO, ES, PR and SC;
-Modeling of the concession for the production of desalinated water to supply the population of Fortaleza, Ceará;
-Agreement between Companhia Vale do Rio Doce and the Municipality of Pará de Minas for the restoration of damages caused by the collapse of the Brumadinho dam.
